Of course it was, as Ashley, Guedalla, Ridley and all the others who have attempted the course have shown.
None of them was, though, so distracted as Brown is by the minutiae of 19th-century diplomacy, and it is such canters down various side-alleys that make his task so hard. As a result, Palmerston often fails to stand out as a three-dimensional figure.
